Germany in Libya - A Strong and Trustful Partnership

Germany is one of the largest bilateral donors in Libya and has provided over 280 million Euro in overall assistance since 2015. A dedicated supporter of the UN-led political process, Germany is partnering with Libyan institutions and civil society at all levels in order to work towards political unity, stable institutions and economic cooperation.

Enabling Political Solutions – Stabilization, Local Governance and Support to Municipalities

Germany’s stabilization efforts in Libya are aimed at creating the framework for a political solution by promoting reconciliation, strengthening institutions and fostering decentralization and local governance (e.g. through a GIZ- implemented program with currently 16 municipalities which will be expanded to 24, as shown in the map).

The largest contributor to the UN Stabilization Facility for Libya, Germany has financed stabilization projects worth more than 80 million Euro since 2015.

Creating Opportunities – German-Libyan Economic Cooperation

As one of the world’s leading economies, Germany is creating opportunities for German-Libyan economic cooperation and commerce by bringing together political decision-makers and business leaders (e.g. at the „German-Libyan Economic Expert Forum“), engaging in dialogue on economic and energy policy and promoting vocational training. In 2019, bilateral German-Libyan trade grew by 16% to 4.4 billion Euro.

One of the largest bilateral donors of humanitarian assistance in Libya, Germany has provided more than 70 million Euro since 2015 in order to support primary and emergency health care, finance vaccination campaigns for children, support Libyan Internally Displaced Persons and enhance the protection of refugees and migrants.
